The U.S. Environmental Protection Agency (EPA) has released the Drinking Water and Wastewater Utility Customer Assistance Programs compendium. It documents how drinking water and wastewater utilities are implementing customer assistance programs to provide better access to drinking water delivery and wastewater management.

The EPA Water Infrastructure and Resiliency Finance Center developed the compendium in collaboration with various water sector organizations, including the Water Environment Federation (Alexandria, Va.). It describes the benefits and implementation of customer assistance programs throughout the U.S. and offers examples of the various plans utilities offer to help customers pay their bills.
